Support for High Availability / IP Failover

I’ve added a new utility which, in effect, allows you to do some of the whole “High Availability” clustering thing, with IP failover between Linodes within the same data center. The utility does not manage or configure IP failover for you, but it does allow the selected IP addresses from linked Linodes to be brought up on other Linodes.

This new feature is located off the Remote Access tab by clicking on “IP Failover”.
